People around the United States watched in dismay as Texans suffered through a terrible series of events in mid-February —below average temperatures, rolling blackouts that lasted nearly five days for some, burst pipes, energy bill spikes and an overall sense of trauma and shock.
Public policy leaders around the country are striving to find cost-effective and feasible ways to rapidly mitigate and adapt to climate change. Recently, MEEA conducted a review of climate action plans throughout the Midwest to better understand how leaders are approaching climate action, and the degree to which energy efficiency is incorporated. After an analysis of 15 midwestern cities ranging in size from Bloomfield, Iowa with 2,694 people to Chicago with almost 3 million, we identified cities that are employing particularly unique, innovative and thoughtful initiatives into their climate action plans.

We sat down with one BOC instructor who has gone above and beyond this year. Doug Lafever has been an instructor since 2014 and continually impresses us. This year alone, he has instructed eight classes in four states: Indiana, Kansas, Michigan and Nebraska.
According to the Weather Channel, the Plains and Midwest states have had the most extreme and record-breaking weather of any region in 2019. From the polar vortex gripping the Midwest and setting at least 340 cold weather records in late January, to the deluge of snow in February, capped off by devastating flooding in March and two snowstorms in April, Midwesterners and the Midwest have had everything but the kitchen sink thrown at them!
The 9th annual Midwest Building Energy Codes Conference has come and gone. This year, the conference was held at the Magnolia Hotel in St. Louis, Missouri from November 28-29. With one of the highest turn outs yet, this year’s conference was one of the best yet, filled with great discussion, networking and insights into energy codes.

In 2015, the U.S. Environmental Protection Agency (EPA) finalized their much-anticipated Clean Power Plan (CPP). This rule, proposed by the Obama Administration, aimed to reduce U.S. carbon dioxide emissions from existing fossil fuel power plants by 32% by 2030. The CPP set the first-ever national limits on carbon pollution from power plants and allowed states flexibility to comply with the emission targets.
The “Affordable Clean Energy” (ACE) rule is the proposed replacement to the CPP by the Trump Administration. While the CPP prudently incorporated energy efficiency, ACE largely ignores it, undermining the economic, environmental and health benefits energy efficiency offers.
On July 12, Lincoln Nebraska Mayor Chris Beutler released a draft environmental plan highlighting opportunities for the city and residents to meet their sustainability goals. Building on the city’s 2009 Cleaner Greener Lincoln Initiative, this new action plan outlines the city’s progress in five categories—Energy, Land Use, Transportation, Waste and Water – and recommends strategies to make Lincoln a leader in environmental stewardship.
On March 22, 2017, the Illinois Commerce Commission passed a resolution initiating the NextGrid Utility of the Future Study. NextGrid will be an 18-month collaborative process to explore the ways in which alternative utility regulatory models, advances in technology, and consumer preferences and engagement can shape the grid of the future. This initiative will build upon the 2011 Energy Infrastructure Modernization Act, the Illinois Statewide Smart Grid Collaborative and the recent Future Energy Jobs Act.
Last month, the Alliance for Industrial Efficiency released a new report that ranks each U.S. state on their potential for industrial energy efficiency to reduce carbon emissions. The report, State Ranking of Potential Carbon Dioxide Emission Reductions through Industrial Energy Efficiency, identifies which states are best suited to help the industrial sector to cut carbon emissions, while saving money and making manufacturers more competitive.
