The National Standard Practice Manual for Benefit-Cost Analysis of Distributed Energy Resources (NSPM for DERs) incorporates and expands upon the 2017 NSPM for EE. It updates the framework for examining benefit-cost analysis from the previous edition to cover a broad range of DERs including energy efficiency, demand response, distributed generation, distributed storage and electrification. The 5-step framework in the NSPM for DERs will help states to develop common methods for benefit-cost analysis across all of their DERs to guide regulatory understanding and resource acquisition decisions. It will help states, jurisdictions or utilities:

  • Refine, improve or develop the right test for their resources
  • Account for the full range of utility system impacts
  • Identify non-utility system impacts (relevant to state policies)
  • Apply their cost-effectiveness test

 

Join MEEA as we look at the changes and additions to the new NSPM and discuss how Midwest states and utilities that have applied the previous NSPM or are looking at the future of DERs can use the new tool. We will be joined by co-authors of the NSPM and representatives from three Midwest states to talk about the NSPM for DERs for a 90-minute exploration of what it can do for the Midwest.
