Board Member
Carter currently serve as the Implementation Manager with CenterPoint Energy managing their Minnesota Energy Conservation and Optimization (ECO) portfolio of residential, income qualified, commercial, and industrial programs.
Prior to his work with CenterPoint Energy, he was a Senior Program Manager with Wisconsin Energy Conservation Corporation (WECC) and Conservation Services Group (CSG). Across both organizations he was responsible for implementation and administration of various energy efficiency programs in Indiana, Illinois, Michigan, and Wisconsin. Several of the programs he has managed were recognized by Energy Star® for sustained excellence and ACEEE as Exemplary Programs. Additionally, he has authored or coauthored papers presented at the ACEEE Summer Study. He is also actively engaged in other energy efficiency industry activities, currently serving on the Board of Directors for the Midwest Chapter of AESP, Secretary on the Board of Directors for the Minnesota Building Performance Association, and chair of the Minnesota Blue Flame CIP Committee.
He holds a Bachelor of Science in Construction Administration from the University of Wisconsin Madison and a Master of Science in Civil Engineering from Iowa State University.
