With November 2018 less than a month away, our Policy Team is preparing for new leadership and expanded outreach efforts after the elections. We’re also starting to develop our post-election webinar (date TBD) analyzing the results and their potential implications for energy efficiency. See below for several state updates, and remember to vote on November 6, 2018.

EE day section header

October 5 marked the 3rd annual Energy Efficiency Day, and across the country more than 50 state and local governments—including the U.S. Senate— issued proclamations recognizing EE Day. In the Midwest, that included the states of Indiana, Wisconsin, South Dakota, Missouri, Michigan and Kansas, as well as Cleveland, OH; St. Louis, MO; Madison, WI; and Dane County, WI.

MEEA is hiring a new Policy Associate. The Policy Associate will conduct outreach and education to policymakers and other stakeholders to convey the economic and environmental value of energy efficiency and position MEEA staff as subject matter experts in the field. The Quiet Revolution in Cost-Effectiveness Testing

The cost-effectiveness tests used for energy efficiency programs are decades old and, in many cases, haven’t kept up with the energy policy goals of the states that use them. The National Standard Practice Manual (NSPM) is an attempt to bring cost-effectiveness testing up to date to meet modern needs. In this October 17 webinar, we’ll get an inside look at why the State of Minnesota re-evaluated their tests and how they used the NSPM to envision a new, customized Minnesota Test. Register Now.

The Michigan Public Service Commission has a sub-group to their energy waste reduction (EWR) collaborative focused on low-income EWR programs. The next meeting will be held October 4.

Xcel Energy has submitted a stakeholder process to the Minnesota Public Utilities Commission (PUC), which consists of eight public meetings. There are two sessions in October. “Preliminary Results and Opportunity for Feedback—Part 1” will be held on October 22 and part 2 on October 23. Parties to Ameren Missouri’s Cycle 3 Missouri Energy Efficiency Investment Act (MEEIA) planning process (Case No. EO-2018-0211) offered testimony at the end of August. The Missouri Public Service Commission’s staff recommended that the commission approve a three-year Cycle 3 plan, cutting Ameren’s proposed six-year plan in half. In support of their recommendation, staff cited uncertainty as to beneficial electrification, MISO energy prices, distributed energy resources and naturally occurring demand-side management, among other factors
