Program Overview

The Iowa Energy Code Consultant program provides free, individually tailored residential energy code assistance, training and education to homebuilders, code officials, design professionals and other stakeholders across the state of Iowa. The goal of this work is to improve compliance with the Iowa State Residential Energy Code through an improved understanding of code requirements, best practices and building science.

The Energy Code Consultant is an advisor, not a code official, and as such does not issue official code interpretations or approvals. Instead, the Energy Code Consultant will share best practices and tailored information to participants to help them address provisions in the energy code they find unclear or challenging, as well as typical areas of noncompliance.

The Iowa Fire Marshal’s Office, Building Code Bureau endorses the Iowa Energy Code Consultant program. The program is funded by the US Department of Energy and is provided at no cost to all participants. Iowa Energy Code Consultant Ryan Lovan is an experienced BPI-certified professional with deep knowledge of building energy use, troubleshooting energy issues and finding solutions.

This program is designed for home builders, code officials, subcontractors, supply houses, energy raters, designers and others working in residential construction.
