Evaluating the need for a regional energy efficiency technical resource manual for small utilities in the Midwest

Abstract

Utilities and energy efficiency program administrators frequently rely on technical resource manuals (TRM) in planning, quantifying, and reporting savings from energy efficiency measures and programs. Though many states and large utilities have developed their own TRMs, smaller utilities often lack the resources necessary to do so. This is particularly relevant in many parts of the Midwest, where small utilities (especially rural cooperatives and municipally owned utilities) serve a large portion of some states’ electric load. In FY18, MEEA conducted primary and secondary research, including developing and convening a working group of experts and stakeholders, to develop an understanding of how TRMs are used in the evaluation and measurement activities of small utilities in the Midwest. Please join EERE OSP, NREL, and Midwest Energy Efficiency Alliance (MEEA) for a presentation of the current strategies, their strengths and weaknesses, and suggest pathways toward a simplified small utility TRM.

While the focus is on Midwest utilities, the work is broadly applicable to small utilities across the US.

Speaker Bio

Greg Ehrendreich is the Midwest Energy Efficiency Alliance's research analyst, using data and analysis to support MEEA's policy activities. He joined MEEA in 2006. Prior to MEEA, his activities include post-graduate study of cartilage and arthritis biochemistry, service and retail work, labor activism and studying pollution control & sustainable business. Greg holds a BS in Biochemistry with a minor in Environmental Studies from Beloit College and an MS in Environmental Management from the IIT-Stuart School of Business.
