Ameren Illinois: On-Bill Financing Program

Summary

Ameren Illinois Company ("AIC") is issuing this RFP to select one financial institution (“FI”) partner for the Program to provide the services as specifically enumerated herein to meet the mandates of the Act and implement the Program. The following is a summary of the services to be provided:

  • Assist in final financial structuring of the EE OBF Program, in collaboration with AIC
  • Establish a lending facility (the “Facility”) of up to $20 million and originate and provide EE loans (“Loans”) to eligible residential energy users, coordinating with EE service and engineering companies, equipment contractors, retailers, installers and contractors (collectively referred to as “Contractors”) and AIC
  • Perform credit analysis of prospective borrowers and make Loan credit decisions, applying underwriting guidelines as agreed with AIC
  • Notify AIC upon approval of a Loan and disbursement of funds, using information exchange protocols to be established
  • Administer the Loans, with Loan collections being performed by AIC
  • Provide monthly reports on lending activity and the Loan portfolio, by customer and in aggregate, and participate in Program evaluation processes
     

Additional potential FI roles and services, to be determined through the RFP and negotiation process, may include:

  • Marketing EE loans
  • Assistance to AIC to develop and manage the Contractor network 
  • Other additional services which may be defined in negotiations
