In this case study from the "BOC Success in Operations and Maintenance" we discover how Waubonsie Valley High School (WVHS), in Aurora, IL, learned how to manage energy consumption through the Building Operator Certification program. WVHS took the knowledge learned in BOC and put it to use replacing inefficient T-12 and halide lighting with T-8 fluorescents, lowering the school's peak electrical demand through schedule modifications, and improving Indoor Air Quality in the school.

This report details the 2004 program year for the Double Your Savings with ENERGY STAR® Clothes Washer Campaign, in which 4,561 ENERGY STAR qualified clothes washers were rebated in Illinois, a 3,000 unit increase over the previous year.
It contains information on the program operations, marketing materials, rebate redemption results, energy savings achieved, financial analysis of the program, and lessons learned over the course of the year.

The Illinois Energy Efficient Outreach Program Report
The Illinois Energy Efficient Outreach Program offered "free" (through retail discounting and point-of-sale discount vouchers) programmable electronic thermostats and "Ask the Experts" energy efficiency promotions in Menards and True Value stores in November 2005. The program was operated in conjunction with Gov. Blagojevich's KEEP WARM ILLINOIS program. It resulted in the distribution of 11,295 vouchers for thermostats, which were estimated to save $124 each in annual energy costs.
The final report details the training, marketing, and media aspects of the campaign, as well as results and lessons learned during the implementation.

2005 Illinois Lights for Learning Program Final Report
The Illinois Department of Commerce and Economic Opportunity (IL DCEO) sponsored MEEA's Lights for Learning school fundraiser program statewide for the 2005-2006 school year. Fifteen schools and youth groups participated in the fundraiser, with 196 youth participants. Of the fifteen participating schools and youth groups, 2 were Girl Scout troops, 4 were individual classes and 9 were school clubs. The program provided marketing and learning materials for the fundraising efforts, which resulted in the sale of 1441 compact fluorescent bulbs.

Illinois Residential ENERGY STAR Lighting Program Final Report
The Illinois ENERGY STAR Lighting Program set out as a multi-faceted consumer outreach and education program, with a strong school fundraiser component. Over the course of 28 months, ending in 2004, the two Illinois Program field representatives, based in northern Illinois and Springfield, IL, made over 3,500 site visits to a total of over 300 retailers throughout the state of Illinois. Using a mix of promotional events, in-store visits, retailer training sessions and industry initiatives, the Illinois ENERGY STAR Lighting Program affected the buying habits of hundreds of thousands of Illinois homeowners and consumers.

2005 Missouri ENERGY STAR Refrigerator Rebate & Recycling Program Final Report
The 2005 ENERGY STAR® Refrigerator Rebate and Recycling program was designed to increase the market share of energy-efficient refrigerators in use within the greater St. Louis Jefferson City and Cape Girardeau, Missouri markets served by AmerenUE, the sponsor of the program. The program replaced 122 refrigerators and 2 freezers for an estimated lifetime reduction of 1,277,328 kWh. The program ran for only two months, and did not lend itself to significant retailer and customer participation due to a seasonal market decline in demand and competition with holiday promotions.

2005 Room Air Conditioner Exchange and Recycling Program Final Report
In early 2005, Commonwealth Edison (ComEd) asked MEEA to implement an Room Air Conditioner Exchange and Recycling Program within certain areas of the ComEd service territory. The goal of the program was to distribute new ENERGY STAR® qualified room air conditioners to low-income ComEd residential customers in exchange for old, inefficient room air conditioners. The old inefficient units are disassembled and recycled, permanently removing them from ComEd's electric load.
In program year 2005, ComEd hosted a unique event in City of Chicago Wards 6 and 10 as well as Park Forest and Rockford, IL. A total of 811 room air conditioners were exchanged, resulting in a lifetime energy savings to ComEd customers of over 603,000 kWh. This combined with the average purchase savings of $175 per unit resulted in economic savings of $193,000 by participating ComEd customers.

Illinois Residential Market Analysis
Illinois Residential Market Analysis Final Report (May 12, 2003)
To identify opportunities to fuel the growth of energy-efficiency in Illinois, the Midwest Energy Efficiency Alliance oversaw a comprehensive audit of residential energy usage and practices. The study was funded mainly through a grant provided to MEEA by the Illinois Clean Energy Community Foundation in 2002 and through additional funding by Commonwealth Edison and the Illinois Department of Commerce and Economic Opportunity. The assessment gauges the existing residential saturation levels of energy-efficient products, technologies, and practices of residential utility customers in the state of Illinois, as well as evaluating current consumer energy savings potential for residential conservation measures. The findings can be used to inform pending decisions about how public and private money will be spent to promote energy conservation in Illinois

Midwest Residential Market Assessment and DSM Potential Study
In September 2004, MEEA selected Summit Blue Consulting to conduct a regional residential market assessment via a competitive request for proposal process. Summit Blue, partnered with Quantec LLC and Skumatz Economic Research Associates, reviewed and compiled information from already completed residential market assessments for Minnesota, Illinois, Iowa, and Wisconsin, and collected new data from the five remaining Midwest states for which statistically representative data was not publicly available.
The report presents 18 conclusions regarding the current demand-side management programs in place in the midwest, the saturation level of those programs, and the achievable DSM potentials for natural gas and electricity. It also provides recommendations for achieving those potentials through energy efficiency programs.
