A report says the Wisconsin's Focus On Energy program could be creating more jobs. A coalition of electric utilities, energy company suppliers and enviromental groups has published a study of the Focus program. The report uses federal data to show that the ratepayer-funded energy eficiency and conservation program could create about 10-thousand jobs if funding levels backed by the Public Service Commission last year were restored.
