In the last month, energy benchmarking at the city level has really heated up in the Midwest. Benchmarking policies have proven to be a crucial first step to achieving energy savings for cities. Buildings comprise around 40 percent of the total energy consumption in the United States.

Kansas City, MO

Kansas City is preparing for its first privately-owned buildings to report under the Kansas City Energy Empowerment Ordinance. All non-municipal buildings (institutional, commercial, and multifamily residential) of at least 100,000 square feet must submit their energy and water consumption data by May 1, 2017.

St. Louis, Missouri is aiming to become the fifth city in the Midwest with a mandatory energy benchmarking ordinance. On December 9, 2016, Alderman John Coater introduced a potential benchmarking ordinance which would help reduce building energy use, an objective of the city’s Sustainability Plan.

The MEEA Codes team took their talents to Cleveland, OH where they held the 7^th Annual Midwest Building Energy Codes Conference from November 15 -16, 2016. This event was a success with two productive days of networking and discussion among a diverse group of building efficiency professionals in the Midwest (and some from the coasts). Building professionals were represented from Federal, State and Local Energy Offices, Federal National Laboratories, Consulting Agencies, Non-Profits, and Code Enforcement Agencies. MEEA invited experts from across the Midwest and Nation to discuss timely topics related to building energy code adoption, compliance and enforcement – these are described below.

Despite holding several meetings over the last eight months about the proposed 2015 International Energy Conservation Code (IECC)/ASHRAE Standard 90.1 -2013 for commercial buildings, the Wisconsin Commercial Building Code Council (CBCC) made several unannounced changes to the proposed rule at their final meeting on November 16 that will result in reduced energy efficiency.

In January 2016, the Ohio Board of Building Standards (BBS) began discussing the 2012 International Energy Conservation Code (IECC)/ASHRAE Standard 90.1 2010 (ASHRAE 90.1-2010) for potential adoption as a means to regulate energy use in new (and majorly renovated) commercial buildings.

On Monday, June 6, 2016 the Columbia City Council voted to adopt the 2015 International Energy Conservation Code (IECC) as written, to regulate energy use in residential and commercial buildings. Additionally, the Council chose to adopt the Solar-Ready Provisions (Appendix RB) as part of the 2015 IECC for residential buildings, making the City of Columbia the first jurisdiction in the Midwest to do so.

You may not have noticed, but on January 1, 2016, the 2015 Illinois Energy Conservation Code became law, based on the approval from the Joint Committee on Administrative Rules at the December hearing. This updated code is an amended version of the 2015 International Energy Conservation Code (IECC) (the latest national model code) and provides minimum energy standards for all new residential and commercial buildings.

November 2015 marked the final month for an innovative pilot conducted by MEEA in partnership with Argonne National Laboratory, AEP Ohio, Dayton Power and Light (DP&L), several Ohio commercial product distributors and other groups. The six-month pilot was designed to test a novel incentive program model aimed at distributors of v-belts, a common piece of equipment used in heating, ventilation and air conditioning (HVAC) applications. Cogged v-belts (also known as notched v-belts) are about three percent more efficient at power transmission than smooth v-belts and are commonly recommended to replace smooth v-belts in industrial and commercial energy audits.

On June 4, 2015, Kansas City, Missouri became the 14th municipality in the U.S. and third in the Midwest to successfully pass an ordinance which engages building owners to improve their energy management practices. Congratulations to KCMO!

In April, three more veterans earned their Building Operator Certification (BOC) in Chicago and are now actively seeking new career opportunities. As part of the BOC program, MEEA and the State of Illinois connect unemployed and underemployed graduates with a network of Employment Partners who work to assist these veterans with career development. In 2015, Employment Partners Franklin Energy, CLEAResult, Ecova, Nexant, Lockheed Martin and Illinois AMVETS assisted with resume reviews and shared new job opportunities. Veterans Program Mentor ComEd assisted five veterans with homework completion during the course of the series.
